Why does Y!A give more credit to new/unknown users than users who have been around longer?

I mean doesn't that sort of defy normal logic...as well as encourage trolls to use the site to entertain/fill their worthless lives and discourage actual people/longtime users from staying on the site and trying to help people, and therefore going completely undermining the site's purpose?
