How do you stop terrorism?

I'm feed up with it beyond words, how do we eradicate it? Constable Ronan Kerr was killed yesterday on his way to work by terrorist scum, he was only 25 years old, how do we put an end to it? Unfortunately its too late for Ronan, but how do we stop it happening again?? :(
