Music Notation - How do I read this - Incidental flat in a key where that note is already flat?

I think it becomes a double flat (I believe it turns to a C but I'm not sure exactly). Look up something about double flats (I think it brings it done a full tone)? Sorry if this isn't really any help but I'm pretty sure that it isn't played as a natural.
